Jackson County Council Against Domestic and Sexual Violence

Medford, Oregon

Cause Description:
The mission of the Jackson County Council Against Domestic & Sexual Violence is to provide an inter- agency and community forum to assess, develop and implement a coordinated response to domestic violence and sexual violence in Jackson County. We believe: ? Domestic and sexual violence are social phenomena we will not ignore. Domestic and sexual violence cross all boundaries in our society. Domestic and sexual violence are deeply rooted in social institutions as well as in families. While most victims are women and children, we are committed to ending all domestic and sexual violence in our community. ? Domestic violence is a learned pattern of behavior in which one partner chooses to intimidate and/or punish the other in order to maintain power and control. Abusive behavior is not always physically or sexually violent; however, it is always psychologically violent. ? Sexual violence is defined as any form of unwanted physical or verbal sexual contact obtained without consent through the use of force, threats of force, intimidation, or coercion. Although not all sexual assault cases involve domestic violence, it is important to see marital rape as both a form of rape and domestic violence. ? We acknowledge that societal norms and institutional practices which promote oppression also encourage or tolerate violence. We work to address these social inequities in order to end domestic and sexual violence. ? While domestic and sexual perpetrators direct violence against particular individuals, they also victimize children, families, strangers and the community. As a community, we must hold perpetrators accountable and ensure that appropriate intervention services are available. ? The community must provide services and resources to ensure safety and support for survivors who have experienced trauma from domestic and/or sexual violence. GOALS: ? Educate and involve the community and policy makers to shift the responsibility for stopping domestic and sexual violence from the victim to the perpetrator and to the community. Develop the community will to stop domestic and sexual violence. ? Increase coordination and communication between local and state agencies dealing with domestic and sexual violence. Provide a forum to address local concerns and solutions. ? Actively pursue ongoing research, education and discussion to evaluate and improve our coordinated community response. ? Establish community wide training, protocols, standards and guidelines emphasizing victim safety and perpetrator accountability. ? Promote accessibility for people of all cultural backgrounds to the Council and our endeavors. ? Promote best practice options for batterer intervention and sex offender treatment in our community. ? Promote full access to quality services, resources and support for those surviving domestic and/or sexual violence as they move toward safety and self sufficiency. People seeking services will be treated with dignity and respect. ? Develop, support and promote education and prevention programs in schools and throughout the community.
